In the absence of any other info; If the progressively shallower dive rule was based on being nice to your tissue compartments, then EAD is the thing to limit; successive EADs should be shallower. However, if the rule was based on the movement of bubbles which are now presumed to be present after every dive, then absolute depths (pressures) should be progressively shallower. As I understand it, though, the rule was generated by observation of divers reporting bends, and there is no causal model in current general acceptance. Therefore the rule of thumb has to be a worst case scenario; go shallower than your previous dive, both in terms of EAD and absolute pressure.
