Making the appropriate arrangements to go diving overseas includes
things like, "Do I have my passport", "do I have plane tickets", "do I
have immodium AD", "do I have the gear I'm going to take". Planning on
getting the gas you need for the diving you want to do is no less
important. If you had a problem getting helium in those destinations
prehaps the problem was before you boarded the plane with your pre-dive
planning.
