I didn't have a problem finding helium last month when I was in Mexico. Hell, the only problem I saw was we bought too much of the stuff. My gas supplier informs me if I want to go to Brazil or Saudi he can hook me up too. I also know several psycho's who cave dive in Norway (sorry, but water colder then 40F means you're a psycho) and they use helium all the time. I've also heard of people using helium in other countries such as Greece (ever here of the Britannic, oh wait, you probably haven't since it's not the Doria), and Turkey. Please tell me, which book did you read the above bs in? Next time I know people who have been using helium in those other countries I'll inform them that it's impossible because I read it here on techdiver.
