Not sure what the full relationship between PADI & CMAS is/was but when I
was actively teaching (73-80) the relationship was close enough that the
PADI automatically issued PADI instructors a CMAS card at no cost and
with no kind of cross-over testing of any kind. I know because I was sent
one with an issue date of 3-3-78. It was entitled "International Diving
Instructor's Certificate, 2 Stars".

I kind of recall that you could by some method get those students you
PADI certified a CMAS C-card but I can't recall how it worked.
