Some people can actually control their depth. There are reasons that novice divers are encouraged not to exceed 60ft. There are reasons people should gain experience before attempting deeper dives. There are reaons deep air can hurt you. There are reasons... There are reasons.... However, people don't need to have baby sitters all the time. As I have already said privately, I agree with the basic principle of this thread. But there is a lot of grey area there too, places where individuals need to make judgement calls.
