Dave, specific Haskel boosters can be used to bring the pressure of oxygen
as high as 5,000 psi, the intercooled system works quite well for this.
But any system that is used for partial pressure mixing with pure oxygen,
including all parts must be extremely clean, and maintained in that
condition with a rigorous maintenance regimen.   However, boosting oxygen
to 3,000 psi does not hold significant risk when using appropriate
equipment.  For some info on gas boosting people can go right to the Haskel
