Captains making judgements about dives is exactly what's wrong with the sport, Bill. You are encouraging the opposite of personal responsibility, you are encouraging a dependence on "captains" to determine whether or not a given diver should make a given dive. "Captains", Dive "masters", dive shop clerks, or barbers will never have anything to say about where, how, and when I dive, and I pity those of you who allow such influence on your diving. Those of you afraid of lawsuits probably have good reason to be afraid, but those of you running tight ships, and sailing your course with experiance, wisdom, and knowledge have nothing to fear.
