For all who have been following the discussion about the minimum
oxygen level in a gas mix to require oxygen cleaning and
compatibility of the corresponding exposed cylinder / system,
the Compressed Gas Association (CGA) and National Fire Protection
Association (NFPA) standards are as follows:

CGA

CGA P-14 Accident Prevention in Oxygen Enriched Atmospheres.

This standard describes 23.5% as the minimum level for O2 cleaning /
compatibility.  Other CGA standards addressing O2 handling:

CGA G-4    Oxygen
CGA G-4.3  Commodity Specification for Oxygen
CGA G-4.1  Cleaning Equipment for Oxygen Service.

NFPA

NFPA-53M
NFPA-99  / 1993 Edition

These standards describe 23.5% as the minimum level for O2 cleaning /
compatibility.  They are derived as a result of NFPA laboratory flash
testing.

Please note that both NOAA and OSHA hold 40% to be the minimum standard.
