Gary, you might try looking at your local hardware stores. I've found many items that are useful at the local Ace Hardware. Considering they're very close to the shop I go to, I find myself spending lots of time there. I've managed to get simple green, bolt snaps (both brass and nickel) various color duct tape, plus surgical tubing and bungee. I personally havent had to by any bungee there, just cuz its not my style of rigging, but they do have bulk rolls of bungee and surgical tubing that you can purchase by the foot.
