There are several reasons why that wouldn't be easier. First, the 3500 psi starting pressure allows me to fill a lot of bottles before I am unable to fill a 2000 or 2400 tank. Sometimes ten of us go for a week. Using argon cylinders means that after just a few fills I can no longer fill tanks to 2000. Second, hauling around two or more argon cylinders is a pain. My dive boat is small (six divers), and the 120's are much more convenient. Even when we charter a big boat, who needs to drag more cylinders around? Third, I don't pay rent on my 120's. If I end up not using up the argon for a couple of months, it doesn't cost me anything extra. If I use argon cylinders, I have to pay rent until I take them back. Fourth, regardless of what I use, my customers use all kinds of different tanks. I want to be able to give everyone a full fill.
