Please disassemble one of your scuba valves next time you have an empty 
tank, and tell me which part of it is going to be damaged by being opened 
against the stop and left there.  I've disassembled mine, and I can't 
tell. 

In any case, I personally think that it is time to adopt a new standard.  
Leave valves all the way open or all the way closed.  The 'partial valve 
open' problems go away, and it is easy to change the state of a valve 
that is in an odd position or orientation.
