If you have access to a lathe, it's straightforward to produce well-engineered
lamp heads.  If you don't, then it's possible to use the shell of an existing
light.  For switches, rotary switches with O-rings on the shaft work well, but
need careful engineering.  Other obvious possibilities are reed switches
and the rubber boots for toggle switches (probably need some extra
sealing).

Mainly use 50mm diameter dichroics --- you can get these in a range of beam
angles and wattages (and voltages to a lesser extent).

In open water I slide a battery pack on my BC waistbelt --- out of water it
seems like it's going to be a pain, but I don't notice it in the water.
