Randy, I agree with you, but evaluation forms and contacting the agencies does
not always work. A student of mine recently took a tri-mix class with another
IANTD instructor, Andy Driver. One day on the boat, Two dives, bingo, tri-mix
certified. Only one skill completed. The Instructor had three students and no
vis. One student told me the other two were so bad, he did not understand how
they got certified. Of course I was not on the boat to confirm any of this,
but the one customer came to me in the store and told me all about it. I aksed
him why he did not just take the course with me and/or JD, and he said that
Andy was $300 cheaper. Go figure. I contacted IANTD three times, nothing ever
happened. 

 A few days ago a customer called me on the phone and asked me if I could do
"referral dives" for basic nitrox. I aksed him who the original instructor
was, he told me Andy Driver. I told the customer forget it, he needs to take
the course all over again.

There must be something we can do.
