Randy et al The status of Isle Royale as a Biosphere Reserve does not mean sovereignty passes from the US to the UN or that control passes from the NPS. Isle Royale is only one of many areas in the US that is part of the MAB program (see http://www.usmab.org/brprogram/usbrl.html, http://www.nwi.org/Maps/WildernessData.html). That said, public meetings are currently being held by the NPS to discuss a proposed new management plan (St. Paul Wednesday night, Duluth last night - I don't know the rest of the schedule). One of the options discussed was to limit visitation. However the current "preferred" option basically involves trying to keep visitor groups apart, specifically hikers/canoeists and powerboaters. I think the only impact on divers will be an indirect effect from the fact that most divers arrive by powerboat - some bays would be closed to powerboats under the proposed plan. The current 140ffw limit is only for dive charters (even then I think it depends on the quals of the person running the charter - if they are mix certified they may be able to run mix charters with deeper limits. Even with the 140 you are still getting 10ffw more that if they took PADI recomendations). If you are diving from a private boat they don't limit your depth.
