From what I can tell, the rest of the CG industry doesn't share the dive world's concern about empty tanks - my O2 dealer insists that the tanks should be returned completely empty! We often open the valve all the way when we leave them outside for pickup. Certainly, if you are vacuuming the tank, it's a lot easier if they don't have leftover gas in them. But then the CG suppliers don't (normally) have to worry about salt water - the amount of contaminants that are likely to get into a med or industrial O2 tank are pretty insignificant when salt water, pressure and immersion are not a concern.
