IMO, its the handing out of Instructor ratings, not student ratings, that is the problem. A good crop of instructors will consistently train a good crop of divers-but when you have way too many instructors teaching for too small a marketplace, control is lost and in-experienced instructors, and fed up old timers, begin to teach below the standard. The standards that are currently in place I think are adequate. No fitness test would be needed, like Dan has suggested, if Instructors did there job. I wont train a fat slob who can't cut the grade, and I do not need another standard by which to make this call. But on the other hand, Dan has some valid points.
