the key to me is without sacrificing "toughness"
i see the agency's standards in "toughness" to be sufficient for OW
training, for example.
"toughening" them arbitrarily eliminiates more prospective students but
does not make for safer divers.

on the other hand, perhaps the standards for acceptance into Trimix courses
aren't currently tough ENOUGH.
others more qualified than i am need to decide that.

let's say PADI requires a 200 yard swim for entry to an OW class.
if i accpet that standard rather than insisitng ona 400 or 800 yd swim, am
i "letting the stuydents run the class"
i think not.
i'm letting the agency set the standard.
i'm not "letting" the students determine ANYTHING.
