If we were talking about outright legislation; yes.  IMHO, it seems that
we're really talking about regulation within the dive industry, perhaps
with the idea of AVOIDING such legislation.

Except, perhaps the law.  You are ignoring that said grandmother's
actions could potentially compromise the rights of others, rights that
American Veterans have also fought for.   When the public/social cost of
people exercising their 'rights' irresponsibly to the detriment of others
rises high enough, that 'right' will cease to exist.  While I am all for
personal freedom, I do not support the notion that that freedom is
without attendant responsibility, as you seem to assert here.

True, and in the honor of those who have done so, I would assert the
importance of exercising those rights and freedoms so dearly won with all
due responsibility.

Actually, you have to realize that rights are relative; it isn't an
appreciation of "choice" so much as a lack of appreciation for "choice"
without accountability.  When your "choices" impinge upon the freedoms of
others, there is a problem.
