Neon is narcotic, but not to a great degree.   

However, the density gives both decompression advantages, and at the
same time produces depth limits based on the work of breathing.  

Last I heard was that neon was limited to depths of 500-600fsw due
to the density considerations.

Last but not least, Helium probably is not the cause of HPNS, but merely
"unmasks" the symptoms as they appear, unlike more narcotic gases that
would probably have the diver unconscious long before HPNS was present.

As to Neon, as it allows dives into the shallower depth ranges where HPNS
has been observed, it should be much like Helium, with maybe some 
attenuation due to the CNS depressant effects from narcosis.
