Robert,

I am not sure how the FDA rates these things, and the information
can from DAN, not directly from the FDA.

I have always assumed that UPS Oxygen was regulated federally by
the FDA, but that other human respirable oxygen was not (ie, there
is no requirement for a prescription to purchase Aviation grade
oxygen).
