What a stupid statement! Why in the world would the CDS and the NACD pay Ginnie to enact this? Both of the awards are completely free to you, but someone has to pay for the paperwork, certificate, and the cheezey little sticker. The CDS or the NACD pay for it out of their funds. Now, if you have so many logged dives then why is it such a problem to fill out paperwork to prove it? Or are you worried that you might HAVE to prove it!
