I can't put you in touch with anybody but I have seen heated gloves, socks and
vests in a motorcycle accessory 
shop. They wire into the bike battery. I don't know if they self regulate or if
you just switch them off if you 
get too warm (ooh - luxury).

Maybe you can track some down and steal some ideas or see if they could be
modified for diving.
