It doesn't look like any one has answered this yet, so I'll have a go at
it.

I think the article you are referring to is about a bunch of tanks that
were used to smuggle drugs in.  They have a small empty tube down the
middle so that if you take the valve off and just have a quick look
inside, everything looks normal.  The rest of the tank, however, is
accessible through the screw on lid at the bottom and was used to hold
approx. ten litres of "your favourite drug".  Pretty bad, eh?  A guy
apparently borrowed two of these tanks from some one to go diving with
them, and took them to a shop to either to get them inspected or just
filled, I forget which.  The shop owner somehow clued in, found the lid
and started to open one tank.  Then this liquid started to run all over
his floor.  He called the cops and they started to investigate.  The diver
who brought the tanks in was innocent, I think. This happened quite a few
years ago and the store owner still has a tank as a souvenir.
