If using "Poor Man's Mix" where He is put in first and then the tank is
topped up with air, there is no need for the tank to be O2 cleaned.
Over here it is normal to fill with He first, then add O2 and then top off
with air. (He is added first because it is the most expensive). In this
scenario, pure O2 is passed through the pillar valve and therefore I suggest
that the tank and valve are in O2 service even though the end result might
be that there is less than FO2 40% once the He and O2 have mixed.
