In many places, like Grand Cayman and Cozumel, the local operators have baded together to slow the strokes down, but Cozumel stil gets ONE DEATH every two weeks. In places like the third world toilet where Palmer died, the value of life is so low and the incidence of death so high that nobady cares. When you have starving bodies dead in the streets, a few strokes deep air diving means nothing. In Australia, they have regulated, and the regulations are worse than what TDI teaches - same in Europe.
