Because non-profit clubs do the job. When flatlanders ask me "what's going on with diving?", I answer, "it's li= ke if car dealers were not only responsible for giving driving classes, but g= ave out the drivers licence tests, too". Would the roads be safer if the licences were handed out by car dealers? So, one could ask the reverse question: Would the seas be safer if the licences were NOT handed-out by scuba deale= rs?
