I like to use 80% because is lets me start at 30ft.  100% I couldn't
begin 02 deco until 20 ft. Your best bet would be to get a program like
DECOM and figure out what deco profiles work best for the kind of dive
you're going to do.  The shop can probably do up any deco mix they
want.  However, they may be limited by the pressure of the 02 tanks. 
the advantage of 80%(or 70%) is that it lets me get my deco bottle
filled to a greater pressure and thus give me a safety margin of
quantity of deco gas.
Additionally, rough surface waters may make stabilizing at a depth near
the surface more difficult.  80% lets me be that much further from the
surface when starting the potentially long parts of the deco.
