I work at a dive store (albeit in Canada), and as far as we're concerned, if
you have 
an advanced Nitrox card, we can dispense pure O2 without any legal problems (I 
don't know how much precedence there is for this sort of thing in the courts
though)
In terms of Deco, I'm not sure, I'm sure someone else is better qualified to
answer, 
but I think it really depends on the situation.

What do you mean "via scuba"?  100% O2 is THE BEST for any DCS injuries, as 
well as embolism and even drowning, but in the absence of it, the highest PO2 
around is the best treatment.
