Good point.  If I was the diver in the water...I would rather be left to
finish my deco, knowing the injured diver was being treated.  Possibly a
surface diver in the boat's emergency raft could be left on station. 
Waiting till the diver finishes his deco places the injured at greater
risk....pulling the  decompressing diver from the water places two at
risk and is not a viable option.  It sounds like the captain made a good
call and one would support even if I was the diver that was left.
