Jim,
         How many dive classes have you taken where the money wasn't 
collected up front? All the money is taken before class starts. 
There is no incentive to certify people who don't make the grade. In 
fact, I save about $15 on every student I don't pass because I don't 
have to buy them a c-card!
       In my opinion, 3 or 4 courses from the "100' no-stop diver" to a 
Trimix diver seems to work pretty well. This allows / forces the 
student to get experience in what he has learned before he builds on 
it.
