I wish people would stop beating around the bush on this issue. The issue 
here is not correct training, the issue is MONEY. Follow the money, 
folks. If an agency had only a 3-step course from knucklehead to full 
trimix cave/wreck/astronaut, how could they pay for:

-The electric bill
-the 3 p's (pens, paperclips and paper)
-the mortgage on the chrome fronted building
-payroll (includes porters, gun bearers, footmen & tips/bribes)
-the quarterly Bimini trip
-the beer-o-matic in the lounge
-the sushi bar slush fund
-the escort service (for when the Great Round One come into town)
-the limo rides to/from the airport
-that bank account in grand cayman
-the re-fitting of the entire staff with gold-plated titanium regulators
-the transpac repair fund

it go's on and on.

Why, they'd have to charge $1000 (plus $49.95 for the manual) per course. 
I mean think about this guys, who would ever dive??
