I recently bought O2 from GasPro in Hawaii, on the Big Island. The charged me $18 for 40cf, this included some wierd local fees like "Environmental charge" (does my breathing O2 really contribute to global warming - OK, OK, so I'm an Irishman and I talk a lot). They also charged me about $80 to buy the tank which they bought back at the end of my use/stay. If I had bought the larger tank - I didn't need that much for my rebreather - I would have paid less for the gas, but more for the tank. I would guess that your local machinists/welders are paying a lot less than your quote for welding gas (probably "purer" than medical gas). Why not find out where they get theirs?
