     David,
It is a good idea to put an insulator between tank bands and
tanks. The reason for this is most double tank bands are made out of
stainless steel and will react with the tank. When stainless steel bands
are put on aluminium tanks, electrolysis occurs between the stainless
steel and the aluminium when they are in the water. The aluminium
will sacrifice itself and start to pit under the stainless steel bands.
This is the same thing as a zinc on a stainless steel boat shaft. The
zinc being a softer metal, sacrifices itself to save the stainless
steel shaft. On steel tanks the paint helps to prolong the life of
the galvanize ( zinc ). Stainless steel band invariably nick the
paint and act as a conductor to the electrolysis and wear down the
galvanized coating faster. The easiest way to prevent this is to put
a layer of electrical tape or duct tape on the inside of your bands
before installing them on your tanks. The tape will act as an
insulator between the bands and your tanks.

      Ted

The world contains but three types of people:
            1. Those who make things happen.
            2. Those who watch things happen.
            3. Those who wonder what happened.
