All,

A breif explaination of Olympus Dive Center EANx filling policies:

From the IANTD Standards and Procedures manual, Page 91, Section
C:Labeling EANx Mixtures with less than 41% Oxygen, Paragraph 3:

"Scuba tanks without a green & yellow label without suitable contents
description-wording to identify Nitrox,EANx or an equivalent acronym must not
be filled by IANTD facilities. Any color-coding other than yellow & green
violates community standards, IANTD standards and International practices."

Several other paragraphs detail the width, color-coding and wording
required on tank labels by IANTD EANx Facilities for EANx fills.

Due to contractual agreements with IANTD, PADI and our professional
liability insurance providers we are required to only provide EANx fills in
tanks with the green/yellow tank wraps. Green/Yellow Nitrox tank wraps are
available in the shop for $3.50 each. While I personally feel that the
"Breathing Gas other than Air" decals should adequately warn potential users
that the tanks contents need to be analysized before use, those decals do not
meet our contractual agreements. (The opinion of the store manager and owners
may differ from mine).

Next, Olympus did not contact Discovery Diving concerning this incident.
Had the parties involved simply have dropped their tanks off at Discovery
and asked for air fills, they would've have gotten what they wanted.
However, when dropping off the tanks they commented that we would not fill
their tanks which prompted Discovery's manager to call us to find out why.

Olympus Dive Center will continue to honor its contractual agreements
with IANTD, PADI, ANDI, NAUI, etc. Anyone not wishing to conform to the
current EANx filling requirements we must follow should contact those
organizations and petition for a change in standards.

Thank you,
Robert Decker. Director of Training
Olympus Dive Center
