The big difference, which you forget to point out, is that that
"new", "improved" agency won't be kissing the fanny of anyone in
particular, say like it's head honchoes or shareholders, but will be
representative of the people who actually **DO** the diving.
Of course, it only will be as good as the people who are in it wants
to make it good.
