Perhaps it is time to create an European-style "American Federation
of Underwater Sports", of which only individual divers and
independent dive clubs may become voting members (not ruling out
industry representatives, as long as they are not able to grab the
whole decision-making process), duly affiliated with the CMAS with
corresponding training levels.
