I did not say it was a "plot", I said it was abject stupidity typical of 
fed pencil pushers. Another typical aspect of fed workers is their mulish 
inability to give up old, inapplicable laws for fear of loosing their 
jobs.

So, how long have you been a fed pencil pusher?
