I thought it might be worth pointing out that DAN is doing the un-'tech' side of this right now. I say un-'tech' b/c I suspect they are not dealing with anything but air dives, but I could not say for sure. Their goal is to collect data from gadzillions(equals many) of dives over the next 5(?) years. They are trying to do this by setting up "data" collecting stations (I forgot their terminology). I'll know more in a few days as I just signed up and am getting details, but basically when I am at the coast I can walk into one of the local shops (just so happens I dive with the one participating in the program), hook up my Solution and dump my dive data through a DAN-provided cradle-interface (saves me $150) to a floppy which I mail (or in my case drive over) to DAN. Like I said, I don't know if they deal with dives on anything other than air, but I bet this group can contribute a fair number of air dive profiles into the database. I figure its about the easiest volunteer work one could ever do.
