Slight clarification:

Average IQ is 100 by definition.  IQ is (supposedly) a measure of
analytical
learning ability.  If you're down to 25%, effective IQ is 25, on the
average.

Don't dive w/ a population whose IQ is 25 on the average.  Clear now?
