Compartment pressure is used because the evacuation chamber (outgoing
airlock) in the submarine is pressurized to ambient pressure before
you leave the submarine.  Thus you effectively have an ultra-fast
descent to depth, forming bounce dive to depth, and have to account
for the inert gas uptake during compression and ascent.  

Think of it as a V-shaped dive, with the first half of the V (descent)
ultra-fast, and the second have of the V (ascent) merely "extremely"
fast.  :)
