I say again, Think about it.

Basic open  water scuba DOES NOT cover the physiology of carbon monoxide
(other than to tell you that it will kill you.)

The key point here is to make others think about the physiology behind
this statement.  

I will say it again; "As to Carbon Monoxide, if a mixture with CO in
it is safe to breathe on the surface, that mix is also safe to breathe 
at depth (if we are only looking at the effects of monoxide)."
