If the only reason for not being able to fill your tanks is the lack of a
visual inspection, do the visual yourself.  Remove the air, then remove the
valve and look inside for rust or corrosion. If everything looks good inside
and outside, replace the vlave "o"ring and have a buddy send you some
unpunched visual stickers.  Then, with the aid of a hole punch you are home
free.
