The question is, are you asking for TODAY'S waether or the weather in   
general this time of year?

TODAY 20 Jan:
Sunny, 28 degrees Celsius, moderate winds

THIS TIME OF YEAR
In Cape Town, the weather is always unpredictable. Generally, this time   
of year you will have temperatures in the high 20s, gusty and sometimes   
VERY strong winds, mostly sunny. HOWEVER, you might also find days when   
it is overcast, rainy and 16 degrees... Nighttime the temperatures will   
drop to 14-20 degrees. The best months weatherwise is February through   
April, when it is 20-27 degrees, when the winds have died down a bit, and   
before the rains start big time.

WATER TEMPERATURE
Varies a lot depending on the winds, but in the Atlantic temperatures   
this time of year will vary from 12-20 degrees (surface) and from 6-13   
(bottom). Visibility can be good if the winds are right.
