I can see putting flares in a light housing to keep them dry (been there,
done that), but doing the same with a snorkel to keep it dry would seem to
qualify as a seriously hard-to-outdo bit of strokery.  Maybe your friend
isn't sure he'd be able to clear the snorkel if it filled with water?  :-)
