The sharp edge causes the disk to rupture in near pure shear at a predictable pressure. If you reuse plugs this sharp edge becomes progressively rounded and the disks begin to rupture in a combination of tension and shear which causes the rupture pressure to increase. Sorry to bust your conspiracy bubble : ) Bill PS I agree that they are a hazardous as well as a waste of time and money in scuba tanks.
