every visual inspection or hydro. ("It's the law, you know").

one of the reasons for dive shops having to sell the complete kit ie 
disk, washer, plug is that that is the way we have to buy them from 
virtually all of the scuba equipment and accessory manufacturers. i 
personally can see good reason for replacing the compressable washer at 
the same time as the disk but can't see any good reason for replacing 
the plug/bolt, call it what you will
as for the store insisting on installing the unit, it does have to be 
torqued correctly but other than that could be done by anyone 
mechanically minded and with the right tools - however the store has to 
base its policy on the lowest skill level of its customers to avoid them 
coming back to the store saying "the burst disk you just sold me 
stripped the threads on my valve!!"
also don't forget that many stores will insist that any tank brought in 
empty (it's really tough to keep any air in the tank with a blown disk) 
be visually inspected before refilling to ensure that nothing has got 
into that tank during its empty period (store has no way of knowing how 
long the tank was empty)
while i don't necessarily approve or disapprove of installation charges 
or mandatory internal inspection in this case i think it's important to 
see the dive store side of the story. I personally do not charge 
installation to my regular customers as a concession but to an unknown 
customer would expect to be able to charge for my labor. being the owner 
i can modify my store policy as i see fit but an employee of a store 
must abide by the owner's policies.
