It's real long shot, but a very knowledgeable hydro shop might be able to figure it out. The relevent regs are in the CFR (Code of Federal Regulation), which can be found in many larger libraries that are federal depositories. Try vol. 49 or thereabout, sections 73.302 and 173.34 - 37. And then, J.C.Whitney has cheap sets of marking dies :-)
