You'd have to allow for the weight of gas in the whip (or make sure you both start and end with the whip either pressurized or depressurized, or determine that this weight was insignificant) and make sure the whip was hanging free so that it wouldn't upset the weight. Possible procedure: put tank on scale, attach whip, open supply valve to pressurize it, zero the scale, open the tank valve, fill to desired weight, then close valves and drain the whip.
