I don't think there is a 'best' training agency (while there is certainly a 'worst'). However, there are a few very good instructor. Tell me what you are looking for, how far you are ready to travel, how much money you want to put, and I will tell you who to learn with. The trick is to go with one of the originator or tech. diving training. These guys (Mount, Deans, Borher, etc) have more experience that whoever you can immagine. If you want a Nth generation of instructors, there are Norman and Louise Ann Hughes in your area. I also tech. different levels of technical diving in Montreal area. Something sure... if you want to do it, get trained. I did and I found I learned a lot (even if I had more than 500 dives at that time and I was already master instructor).
