The epoxy liner is not a problem unless it is either chipped or loose.  If
it is chipping, rust may be forming between the liner and the tank and not
be obvious in a visual inspection until it is too late; also, rust particles
or chips of epoxy may clog your valve.  If it is loose - rolling around the
interior of the tank - you may again have the rust formation problem.  It
used to be possible to roll the tanks to remove the epoxy, but the best bet
is to junk them and get yourself some newer equipment.  If these tanks have
liners, they are probably at least 15 years/3+ hydros old.
